Yes, the 24th of May was Victoria's birthday, but according to
Colombo's Canadian References "it is observed on the Monday
before May 25. " This year it was May 22.  Colombo continues: "The
custom originated in Canada West (now Ontario) in 1845, but it was
not until 1896 that Clementina Fessenden determined that the
anniversary of Victoria's birth would be the ideal day to salute the
British Empire. The following year the world's first Empire Day was
celebrated in Canada West, and the custom spread throughout the
Empire. It was declared a holiday by Canadian Parliament in 1901."
