Having made a few Japanese Scrolls, some information I have might be useful.

The paper or cloth was attached to the wood "dowel" with glue such as pva (traditionally rice paste).  But because you
mentioned wax impregnated paper, the glue method wouldn't work well.

As for the handles, the best/easiest wood for carving (as most wood carvers will tell you) is basswood.  It is strong,
relatively lightweight, stable, and because the grain is very even, easy to carve in any direction.  The one possible problem
is that it is not the most attractive wood.  If you are painting it-no problem, otherwise it is a very boring-looking piece of
wood.
