Strictly from a business standpoint, you should seek help from small claims
court ($2000 and under).  If you have paid up front for services never
rendered, and you can prove that this money was cashed by the other party,
and there is some sort of "binding contract" between the two of you, you have
a good chance of recouping your money.

There is no nice way to deal with scams...it sounds like one of those to me.
