If you pay them salaries, you will be paying the bad reps the same as
the good reps. Not very efficient.

If you pay them by commission only, you will reward the good
reps only. Hard to attract reps this way.

You can also use a combination.... small salary with commission.
Be ruthless. Weed out the non producers fast.
