Damp Paper? Try a waterleaf paper like German Etching with no internal
sizing soak a few minutes, or soak your sized paper like rives BFK for 3-4
hours or a Heavily sized paper like Stonehenge over night.   MORE PRESSURE.

How many times and directions did you rock or ground the plate.  is your
mezzotint rocker sharp.  Carol's book will tell you how to sharpen your
rocker.

Is you plate warm when you ink and or wipe it .  what ink are you using?
Any additives?

Tell us exactly what you are doing step by step and we can give you better
advice!
