Yes, there is a list.  The states are ranked according to funding received
from the NEA. The NEA web site might have it posted if not - ask them for
it. Each state will then have their own listing of how they distribute arts
funding.  Plus, states arts & humanities councils get additional non
government funding from businesses and private foundations.
There are some studies going on.  I have been part of them (I am a project
coordinator for grant funded projects for a geographical region).
