Artemis, have you tried contacting your local drug store, or greeting card shop?
Most stores have excess envelopes that they toss at the end of a season or give
away.

You can make a very simple book by folding same sized envelopes  in half.
Punch holes and sew.
Kids can decorate and enclose small items, like stickers etc. inside the
envelopes.
