There is a hand twist drill available in different styles on the market.
 Talas (www.talasonline.com ) (212-219-0770) sells one for $39.95. It's a
new item for them so it may not be on the website.
Brodart (www.brodart.com) (1-800-233-8467) has one for $32.95. It's listed
as a Date Due Punch System for library cards under Circulation and
Processing Supplies.
These work well, like the electric drill presses. Drills up to 1/2"
thickness of paper or board. You can get them to accommodate 1-6 holes. I
don't have the brand name or the name of the manufacturer.
