Elmer's white glue will do it, but must not get wet afterward. Find a glue
with Polyvinyl Acetate as a base, and that's what it's designed for. A
standard wheat/starch will do it, and has proven its ability for many
centuries. I've also, in a pinch, used contact cement, but that is pretty
unforgiving.

I guess it depends on the application.
