Wrap some craft wire around a dowel of the correct size and then thread it
through your holes.  I recently bought some copper colored steel wire at the
hardware that is ,035 in diameter that seems about right to hold up.  Bonnie
Boyle sells plastic coils in lots of sizes.  I like the plastic because it
doesn't cut the paper with use.
