No paste or glue can guarantee you won't have bubbles.  The trick is how you
put down the paper.  After applying paste or glue, let the paper relax a
little (so that if it has curled, it will uncurl a little), then lift the
sides of the paper, and lay the paper down gradually, in a sort of rolling
motion.  With a bone folder (you might not know what this is) or some sort
of flat edge like a wooden ruler, carefully and gently stroke from the
center towards the edges to get out excess paste or glue and also to push
any air bubbles out.  Practice on small pieces, then bigger ones till you
get the knack.  Be sure to dry pieces under weight so they will be less apt
to warp.  You will find that to achieve a perfectly flat result, you may
have to paste/glue a similar piece to the other side of board, if you are
using that.
