but if you create a circle with a hole in it, you still have a circle which,
when cut out, can be traced, minus the hole, no?

Of course, a compass will leave you with a pin hole in the center of the
circle...

Not necessarily, Doug.
A little piece of cardboard taped in the center with drafting or other
removable tape will prevent the hole.
Or just to minimize the size of the hole, there's a drafting device that
looks like a thumbtack with a center notch, called a center divot, for
minimizing the damage when making a lot of concentric circles.
