Can anyone suggest the best software for paginating a manuscript of about 200 pages into sections for sewing of about 8/12 pages.

InDesign (with In Booklet) will let you set up things like this very easily. When I first learned imposition, you had to do it by hand, which isn't really difficult either, although it generally takes advanced knowledge of your software to get it right. One can even do proper imposition with Word, but it's easier if you take your file and break it down into signatures.
