There are a couple of books I'd recommend for finding papermakers in the area:

--Gift of Conquerors: Hand Papermaking in India, by Alexandra Soteriou, 1999

--Paper Journey, Travels Among the Village Papermakers of India and Nepal, by Nigel Macfarlane

In terms of conservation, check out the National Mission for Manuscripts website, http://namami.gov.in/. They are headquartered in Delhi.

Something I found by chance while travelling in India was a printshop in a Tibetan Buddhist monastery. There are several in northern India, and from what I understand, many print their own copies of the sutras on-site, using carved woodblocks and hand-printing on mulberry or daphne paper. It was quite a treat to see.
