I use a mixture of PVA and wheat paste. The PVA has good adhesion but
dries more quickly, while the wheat paste has less adhesion but gives a
little more working time. And there's more water in wheat paste, so paper
fibers are more affected (stretched along the grain, for instance, while
wet) by the wheat paste.

Here in humid Florida I use a 60:40 mixture of PVA:wheat-paste. If I lived
in Arizona I'd use more wheat paste and less PVA.

That's the simple answer. (Many more complex answers do exist.)
