In 2000, the AIC Book & Paper group put out a collection of articles
called "Conservation of Scrapbooks and Albums".  It's not a step-by step
manual, but there are many examples of historical structures, including
details of how pages are assembled and what has held up and what hasn't.
 If your local library doen't have it, you may be able to check it out
through New York State Library interlibrary loan.

Richard Horton's album book is good- he is the conservator at
Bridgeport National Bindery (bnbindery.com), perhaps he can get you a
copy.
