Sally -- why hospitals are doing it is that studies have shown that hospitals that use it have a far lower rate of in-hospital infections and transmissions than hospitals that don't.  That's not due to any magical qualities of the sanitizer, however -- it's due to the low rates of doctors washing their hands, no matter what the policies on it are, and they do tend to use the squirt machines at the doors!  Unfortunately, its presence tends to further depress actual washing rates, yet not enough to negate the benefits of having it.
