The first thought that popped into my head was "how about using Aleene's Fabric Stiffener". The stuff takes wimpy fabric and make it stiff enough to fold like paper. You can also put it on draped fabric and it will hold that shape. It should work on paper. You can find it at most craft or fabric stores. If you do try it, let know how it works out.
