A method that I use occasionally in this kind of situation is to pre-paste the pastedown paper with PVA, and let the PVA dry. When "casing in", apply wet adhesive just at the hinge / board edge area of the pastedown. When that sets, put down the rest of the pastedown using a hot iron (a tacking iron, or clothes iron set on about 180 deg. F.) through silicone paper perhaps, to protect the pastedown. paper.

This limits the amount of pastedown pull quite a lot.
